WACO -- Waco ISD is growing but at a pace that could be costly.

Elementary schools throughout the district are exceeding the limit of 22 students per classroom and it's happening under a tighter budget.

The district has sent 52 waivers to the state to approve larger classrooms.

And if they are not approved, the district will have to transfer students to other campuses and the cost for transportation doesn't fit well with the budget.

"Certainly having less money to operate on affects it because you're talking about fewer teachers and we did have some teachers that were cut through attrition thankfully. And, but when you have fewer teachers and more students obviously that can become a problem over time," said Dale Caffey, Waco ISD spokesman.

The school district is not alone in this issue.

There are hundreds of districts across the state facing the same problem thanks to state budget cuts.
