WACO, Texas – Waco Independent School District welcomes Dr. Bonny Cain as its new
Cain, who has headed the Pearland school district in southeast Texas since 2000,
officially accepted a contract as superintendent Feb. 24. The Waco ISD school board
named her the district’s lone finalist in early February, waiting 21 days -- according to
state statute -- to offer her a contract.
“We’ve got good people here in Waco ISD, and we need someone to lead them,” said
Alex Williams, board president. “Dr. Cain has the dedication to take this district
Cain will begin her service in Waco on March 14.
As Cain accepts her new role, Waco ISD gains a superintendent with more than three
decades of professional experience in education and a track record of achievement.
“Dr. Cain impressed us with her vision and ability to identify talented employees and to
give them the resources they need to be strong instructional leaders,” said Pat Atkins,
search committee chair and board vice-president.
In 2010, Cain led Pearland ISD to Texas Education Agency Exemplary status -- the
highest rating possible for a Texas school district.
In addition, she helped to pass four bond elections totaling $252 million for new facilities
and renovations and spearheaded a superintendents’ forum to discuss school finance
reform with state legislators.
Under Cain’s leadership, Pearland ISD has achieved 10 years of excellent financial audits
and six years of “Superior Achievement” ratings from the Financial Accountability
Rating System of Texas.
Prior to becoming Pearland ISD’s superintendent, Cain served as a deputy
superintendent, assistant superintendent for instruction, executive director and principal.
She has also held teaching and principal positions at Alvin Community College and
Mabank, Dickinson, Alvin and Bay City school districts.
Cain looks forward to continuing her record of success in Waco ISD.

the opportunity to work with the Waco board, teachers and staff to provide the best
education possible to students. As your superintendent, I promise to oversee district
resources carefully and effectively and ensure a smooth transition in leadership,” Cain
“Community support will ensure our success as we build on Waco ISD’s current
strengths and motivate students and staff to even greater heights. It will be an honor to
serve alongside individuals who care so deeply about Waco students and the district’s
future success,” she said.
Cain has garnered praise from educational leaders across the state and nation for her
exemplary contributions to public education.
According to Dr. Ruby Payne, founder of aha! Process, Cain has made high academic
performance the standard for students from all socio-economic levels.
“Dr. Cain is an exemplary superintendent in her work with students from lower socioeconomic
levels. We had a group of educators from Great Britain visit the schools that
we had worked with in Pearland, and they were absolutely stunned by the high quality of
education regardless of students’ socio-economic level. Dr. Cain took a district of
18,000-plus students from Academically Acceptable to Exemplary and met Adequate
Yearly Progress in every category under No Child Left Behind. Very few superintendents
can do that,” Payne said.
Texas Education Agency Commissioner of Education Robert Scott, who has worked with
Cain at the state level, says she sets a standard of excellence wherever she serves.
“Dr. Cain has been an exemplary chair of the State Board for Educator Certification. She
has demonstrated an ability to work with a diverse group and move an agenda forward. In
addition to her statewide leadership, Dr. Cain has a strong track record at the local level
that will serve her well in the future,” Scott said.
