Inmate charged with attempted capital murder for trying to have judge killed

An inmate at the Jack Harwell Detention Center in Waco has been charged with attempted capital murder for reportedly trying to hire a hitman to kill a district judge.

William Phillips was reportedly willing to pay $30,000 to have a judge, who sentenced him to prison, killed.

Phillips has been arrested several times on possession of pornography, indecency with a child, and failure to register as a sex offender charges. Several agencies worked together, undercover, for ten months before charging Phillips with attempted capital murder.
