WACO -- A little girl makes an outcry after a man allegedly fondled her.

Now he's in the McLennan County Jail.

48-year-old Kelvin Ray Napps was arrested August 15 charged with indecency with a child.

It reportedly happened at a North Waco home when Napps fondled a girl younger than five.

The girl then told her mom who notified police.

Police tell us he is a known acquaintance to the mother.
