WACO -- A man found shot in the arm outside the Waco Court House Tuesday is refusing to help police find his shooter.

Victor Jennings, 20, fell out of his car in front of the McLennan County Court House yesterday morning with a gun shot wound to his arm and two bullet holes in his car.

But Waco Police say the circumstances surrounding the incident seem suspicious.

"He has some criminal history with us from his past, some pretty violent behavior in his past. We don't know at this point if he was involved in some type of criminal activity, which may be the most likely scenario because he's not telling us what occurred," Sgt. Patrick Swanton with Waco Police Department.
