The property owner of a McGregor house where officers uncovered what appeared to be a dog fighting operation within city limits in September 2013 has been arrested.

Charles Jones was arrested this week in Killeen, according to McGregor Police Department. Details of his arrest weren't available.

Another man was arrested about a week after officers discovered the gruesome scene and was released on bond.

Brandon Smith was arrested by Lacy Lakeview police during a traffic stop on Tuesday, October 1, according to Detective Joe Coy of McGregor PD. He was released on bond later that day.

An unusual, foul smell led officers to investigate a house, located in the 100 block of Rogers Street last Tuesday afternoon around 2 p.m., after a caller contacted McGregor PD.

"Right away, as soon as they got out of their cars, they could smell the decaying odor," said Detective Joe Coy of McGregor Police Department.

Much of that scent was coming from the contents inside of a trash can that had been placed out by the street.

"There was blood, maggots, dog hair. It looked like there may have been some sections of flesh and some body parts that belonged to a canine," said Coy.

The scene got even more gruesome as officers went to look around the cleared area behind the house where they found Pitbull dog carcasses, bones, and ropes.

"It could have been dog fighting. There was chains, ropes, a number of beer cans," said Coy.

Inside the home, officers found marijuana, drugs, scales, packaging material, and other drug related items. Further testing will reveal exactly what type of drugs they are, to lead to an arrest.

"It was a little unusual to see something like this going on inside the city limits," said Coy.

Police say the occupants of the home had also tampered with their water meter to steal utilities.
