It has now been five days since the explosion in West. The investigation and re-entry process is slowly underway.

Chuck Smith lives in the area officials designated Zone 1. It is a section of housing less than a mile from the West Fertilizer plant.

“Everybody from the main street to the highway got out. They went to friends, family, the refugee center, hotels and other places," said Smith. "And now they are coming back, by design, in stages.”

Chuck Smith is one of the luckier ones near the site.

Smith said, "We were the first stage to come back. The second stage got to come in Sunday afternoon. The third stage, well, they’re still not sure when they’re going to be allowed in.”

On Monday morning, Chuck was meeting with insurance agents to assess damage to his 115-year old home.

“I've got damage to the windows, door frames, the roof. You know, anything that was on the wall is now on the floor. We still don’t have running water.”

Other than the blast investigation, that is the biggest issue right now- water in th town of West. Mayor Pro Tem Steve Vanek addressed media Monday afternoon.

Vanek proclaimed, "At this present time there is no access to water. We have limited electricity and limited gas at this time. The curfew is still in effect from 7 p.m. to 7 a.m.”

Vanek also took the time to deliver a message from city council.

“This is from the heart of the council," said Vanek. "Citizens, we are all in this together. We are with you and will stand by you until the final nail is driven. This may be several months. It may be several years. We are working nonstop and when I say that, I don’t mean it lightly. We are working nonstop to get this going for you all. From the mayor, myself and all our city council, we want to thank all of you for bearing through this difficult time. But, we will get through it.”
