That "report" was grossly inaccurate, and the use of "snubbed" was inappropriate. NASA is working with SpaceX, Boeing, and Sierra Nevada to develop and certify their vehicles to launch humans (not human "cargo") into space. Due to funding issues beyond NASA's control, the schedule for this is slipping. There is no "snub" and this was not a NASA decision. NASA can not use SpaceX or any other US company at this time because the vehicles have not been fully designed, tested, and certified.
