The cargo version of the SpaceX Dragon capsule that is currently being launched can not carry people. It doesn't have a life support system (breathing air, etc), seats, or an escape/abort system. SpaceX is hard at work on these and will do a great job. They just need some time/money. They need more than some bureaucratic, paper "certification" that you're imagining. The Russian vehicle is certified by its launch history. Beat on NASA all you want, but not with this flawed report.
