Send them $100 more than you owe on condition that they imemdiately send you a cell phone they have purchased with which you can take a photo of the meter. You then take a picture and return same by mail. They can then send you the phone the following month for another photo and bill you again. The meter number shows on the bill, and the time of the mailing narrows the time when the photo could be taken to a narrow window. So long as you give them a little extra so they are paid ahead all the time, they can have no obvious complaint. They may ask you to pay for the phone and the mailing, but that seems unfair, since they are probably billing you for the smart meter anyway, and saving the cost of the meter reader. But were I in your shoes, I would likely even agree to advance that amount if I was guaranteed they would not try to force the smart meter on you during your lifetime.
