BRYAN -- A Bryan man faces his third DWI offense after refusing to give a blood or a breath sample
during the 'no refusal' weekend.
Early Sunday morning, Richard Metzer was pulled over when police noticed him driving erratically. According to a police report, Metzer was honking at police and swerving in and out of his lane.
When he got pulled over, Metzer refused field sobriety tests and was arrested.
Since this is Metzer's third offense, he faces a fine of up to $10,000 and up to 10 years in jail.
